Ms. Charlene Chang was appointed Group Director of the Ageing Planning Office in the Ministry of Health on 1 April 2019. She oversees the development and implementation of the national ageing agenda, to bring about the national vision of opportunities, communities and a city for all ages.
Prior to this, Charlene was the Senior Director (Transformation) at the Public Service Division (PSD), responsible for strategizing and implementing PSD’s role in leading the transformation of the Singapore Public Service into a future-ready one.
Charlene’s public service career started in the then-Trade Development Board, where she was involved in negotiating Singapore’s bilateral free trade agreements. Her work in international trade policy continued in her next posting to the Ministry of Trade and Industry. Following that she served in a succession of portfolios, including foreign workforce policy issues in the Ministry of Manpower, public housing policies in the Ministry of National Development, and community relations in the then-Ministry of Community Development, Youth and Sports. In 2012, she was involved in the creation of a new Ministry from the restructuring of two existing Ministries, and continued with the community relations portfolio in the newly-created Ministry of Culture, Community and Youth.
Charlene graduated from with a Second Upper Honours from the Faculty of Law, National University of Singapore in 1999, and was admitted to the Singapore Bar in 2000. She also holds a Master in Public Management from the Lee Kuan Yew School of Public Policy. Charlene is married with 2 daughters.
